    CSS, I think the problem is the stated definition of "poverty using the percentage of the number of people whose income falls below the poverty line, or half the average income". For example, in the UK, it is not necessarily an uncomfortable life if you earn half the average income, depending on outgoings and where one lives. In some countries, one or more of which you obviously mention, it is almost a death sentence, so the percentage is low and they don't figure on the list. Perhaps a better definition of poverty should have been used, again perhaps related to buying power at the "poverty" threshold.
