Scam? Consider HMGG's road tax scam. The road fund licence was introduced so that those using the roads paid for them. Fair enough. Scam 1 The “hypothecated” Road Fund Licence gradually metamorphosed into Vehicle Excise Duty precisely so our Westminster Warriors could squnder it on whatever vanity project they liked. Scam 2 Less than 10% of the TAX extorted from motorists is spent on the roads. Scam 3 A change to the “Road Tax” rules meant that the remaining TAX could not be sold with the car. This means that the seller had to reclaim the remaining TAX but only for complete months and the buyer had to pay for a new TAX “disc” again only for complete months. Thus, if you sell or buy a car mid month HMGG gets 2 months tax for the same month. Scam 4 If you purchase VED on-line the files do not reflect your purchase for up to 5 days yet if you reclaim TAX the file is updated immediately. As the police depend on these files for their information on your car's VED status you are liable to arrest and your car impounded at any time within that 5 day window. While you might well be able to sort it out eventually you would suffer a lot of inconvenience and almost certainly a huge bill to recover your car. DVLA are not in the least concerned. One of the difficulties about scams is to catch the perpetrators. In this case we know where they are. They regularly gather in Westminster.
