Where Council Tax is rising in 2017/18

We reveal which councils are hiking or freezing Council Tax for 2017/18 in England, Wales, Scotland and Northern Ireland.

Council Tax in England

The average Band D Council Tax bill for homes in England will go up by 4% from April 2017.

In cash terms that means the average bill for 2017/18 will be £1,591 and households will typically pay £61 more than the year before.

Larger councils are subject to a cap of 5% on rises (with 3% ringfenced for adult social care) unless they hold a referendum, though smaller parishes have more freedom.

In 2017/18, 147 out of 152 local authorities in England with responsibilities for adult social care will take advantage of the 3% care precept when setting their Council Tax.

This additional flexibility accounts for £32 of the average Band D council tax bill.

The table below shows how bills will change in England and is ordered from largest to smallest percentage increase.

Households in Swindon, Waveney and Boston will see rises above 5%.  

That’s because these areas have parish and town councils that are able to raise money for their parishioners via the parish precept.

In Swindon and Boston, new parishes have been created and the amount raised by parish precepts in these two areas along with Waveney has shot up significantly.

Council Tax in Wales

In Wales Council Tax bills will rise by an average of 3.3% in 2017/18, taking the average Band D bill from £1,374 to £1,420, an increase of £46.

Council Tax in Scotland

The nine-year Council Tax freeze in Scotland has now ended. From April 2017, all of Scotland’s 32 local authorities will be able to increase Council Tax by up to 3%.

In addition, the way Council Tax is paid by those in the four highest Council Tax bands (E-H) relative to Band D will be adjusted to bring in an extra £100 million a year.

Rates in Northern Ireland

Northern Ireland doesn’t have Council Tax, instead it uses a system called rates.

These consist of both regional and district rates and vary depending on whether the property is domestic or non-domestic.

Regional rates are set by the Northern Ireland Executive and account for just over half of a typical rates bill while district rates are fixed by each district council.

To work out your domestic rate you just need to take the domestic regional rate plus the domestic district rate and multiply it by the capital value of your property.

The new 2017/18 domestic regional rates have been delayed until May 2017 so those living in Northern Ireland will have to wait to find out what’s going to happen to their bill.

A statement on NIdirect says: “Land & Property Services (LPS) will aim to issue rate bills to homes and businesses for 2017/2018 rating year in May 2017. Rate bills are delayed until the Regional Rate is set.”
